Is right to healthcare a fundamental human right and state responsibility?

Millions across the world do not have access to health care because they can't afford it. While right to life is recognisably a fundamental human right, some people will die without access to adequate health care. Therefore, one could argue that right to adequate and free health care should be a fundamental human right and state responsibility. What do you think? Have your say.
